Everyone knows to call 811 before they dig. Fewer crews are clear on what the ticket obligates them to do once the marks are down, and that is exactly where damage prevention succeeds or fails.
The ticket is step one of four
On every job we run, the 811 process has four parts, and none of them are optional.
- A valid USA North 811 ticket is filed and active before the truck rolls.
- Locate marks are walked and confirmed against the dig plan on site.
- Anything inside the tolerance zone is exposed by water first, not steel.
- Photos and dig records are kept for the compliance file.
What the tolerance zone is
The tolerance zone is the buffer on each side of a locate mark where the utility could actually be. In California it is generally twenty-four inches from the outside edge of the marked facility. Inside that band, mechanical excavation is restricted, because the mark is an estimate and the pipe has some room to be somewhere you did not expect.
This is the single most useful concept in the whole process. Strikes rarely happen far from the marks. They happen right next to them, inside the tolerance zone, when a crew trusts the paint a little too much and brings a bucket in a little too close.
Why hydro excavation is the answer inside the zone
Hydro excavation is non-destructive by design. Pressurized water breaks the soil and a vacuum removes it, so nothing mechanical ever contacts the utility. That is why utility owners increasingly specify it for work within the tolerance zone, and why we daylight first and dig second whenever the marks and the ground disagree.
If reality and the marks conflict, the marks lose. We expose the line and update the plan.
